Criminal gangs are using the identities of legitimate small businesses to smuggle illegal cigarettes, costing the government an estimated $3.3 billion in lost tax revenue each year. Kelly has reported multiple suspicious “piggyback” shipments to Border Force and says spotting them requires strong fraud-detection skills.  She warns that the freight industry must take greater responsibility and report suspicious activity to help stop the illegal trade.
